Important Note Before You Start: Windows RT is a special version of Windows 8.1 designed for ARM-based tablets (like the Microsoft Surface RT and Surface 2). Unlike regular Windows, you cannot download standalone .CAB or .EXE language packs from third-party websites. Microsoft locked this down completely. The only official method is via Windows Update.
